Kansas Governor. Born the son of former Kansas Governor George Docking, during World War II, he served as a Corporal in the U.S. Army Air Corps. After the war, he graduated from the University of Kansas in 1948, served as a First Lieutenant in the U.S. Air Force Reserve and was Mayor of Arkansas City, Kansas. In 1966, he was elected as a Democrat the 38th Governor of Kansas, serving until 1975. While in office, he was known for his commitment to farmers, small business owners and the environment. After his term as Governor, he engaged in banking until his death at age 57 from emphysema.
