National Guard Major General. He was educated in Pittsburgh, and in 1861 he enlisted for the Civil War in Company C, 8th Pennsylvania Reserve Corps, which was federalized as the 37th Pennsylvania Infantry. He took part in several engagements, including Antietam, and was discharged as a Corporal in 1864. He then served as Chief Quartermaster Clerk at Camp Reynolds, near Pittsburgh until being discharged in 1865. He relocated to Venango County to enter the petroleum business, and worked as a pipeline manager and supervisor of other facilities. In 1871 he joined the National Guard as a Private in the Oil City Grays. He was promoted to Sergeant before being commissioned as a Captain in 1873. He became commander of the Venango Grays in 1876, and Colonel and commander of the 16th Regiment in 1878. In 1886 Wiley was named Brigadier General and commander of the 2nd Brigade. From 1894 to 1895 he served as Mayor of Franklin. In 1898 he volunteered for the Spanish-American War and commanded 3rd Division, I Corps.
