US Congressman. A member of the Democratic party, he was elected to represent the state of New York in the United States House of Representatives from New York's 21st congressional district (1965 to 1973). He also served in this capacity from New York's 11th congressional district (1975 to 1983) and from New York's 8th congressional district (1983 to 1993). After his retirement, he was appointed by President Clinton as the United States director of the European Bank for Reconstruction and Development in London, where he worked from 1994 to 1996.
