Howard was the son of Dr. John G. Affleck, a prominent physician and newspaperman in Belmont County, Ohio. In 1861 he enlisted in the three months regiment 15th Ohio, Company B, at Martins Ferry, not far from his home in Bridgeport.
Upon expiration of his regiment's term of service, Howard reenlisted in Company H, commanded by M. C. Lilley, of the 46th Ohio. At the battle of Shiloh, April 6, 1862, young Howard was mortally wounded. He was sent by hospital transports back to his home in Bridgeport where his father cared for him. Howard lingered for weeks in agony and died at his home May 15, 1862.
