Garvey was the informer whose testimony clinched the evidence against "Boss" Tweed when Tweed was tried for defrauding the city.

He was indicted together with others for corruption but left America and went to Europe to escape standing trial. He returned in 1872 and turned prosecution witness and was thereafter not prosecuted. He then left America again and died on April 5, 1897 in Southampton, England. His body was taken back and he is buried in Woodlawn Cemetery. He was very wealthy and left a great deal of his fortune to hospitals and other good causes in New York. He was married twice but had no children. His will was subsequently contested by other family members.
