Oscar and his twin brother Austin were the 10th and 11th children born to Ephraim Perrin and his second wife Hannah Jones Perrin. Hannah died in childbirth. Later records show Oscar and Austin were adopted by Seth Stearns and his wife, but retained the Perrin name. Both brothers were still in the Stearn household in the 1860 census.

Oscar was a veteran of the Civil War. He enlisted as private 2 October 1861 at Albany, New York in Company G, 44th New York Infantry Regiment. He was discharged on 16 April 1862 at Georgetown, DC from Union Gap General Hospital for injuries. Not verified, but the Regiment was part of Gaines Mill battle and many were killed and wounded here. He was listed as a deserter until he was found to be at the Union Gap Hospital.

He married Mary J. McCotter, date unknown, but after 1860. There are no records of children from this marriage.
