Bill was the son of Daniel and Amanda Chatfield Jay. His siblings were Charles Frederick Jay, born 21 March 1902 at Wickham Market, Dulcie Ellen Jay born 17 August, 1904 at Heavitree, Exeter Devon, and Muriel Kate born 23 October 1907. Two other children died shortly after birth: Grace Amanda (June 1906) and Mirium Ivy (December 1908).

Bill's parents divorced in 1918. Amanda married a Thomas William Treleaven and had three more children: Thomas and Yvonne, twins, born 1913 at Devonport, and Valetta Olivia Winifried Florence born 1 July 1918 at Devonport.

Siblings Charles, Bill, and Dulcie lived with their maternal grandmother for several years in her home at Heavitree, Devon. Muriel remained with her mother. In 1919, Daniel brought Bill and Dulcie to Canada. Two years later, brother Fred followed them.

Daniel married Annie White Williams, a widow he had met in England during the war. She had a young daughter, Mabel. They eventually bought a small farm, the Stirling Hudgins placde, on Cherry Valley Road in Picton, Ontario, Canada. Dan was a market gardener.

Bill was enthusiastic about coming to Canada but Dulcie did not want to leave her grandmother. Dan, Bill and Dulcie lived first with Dan's brother Charlie and his wife in Quebec,Canada where it was very cold and the snow was up to the horses' bellies. Dan had another brother Alfred ("Sam") who also lived in Quebec.

Bill worked in Quyon where they rolled logs. He also worked as a printer in Windsor, Ontario and went on two fur-trapping expeditions as far north as Northern Saskatchewan. He later raised mink as a hobby.

Bill married Clara Tomlinson 9 January 1929 at Hamilton, Ontario.

Bill was a monager for the Dominion Electric Protection Companyh, an eldeer of Mount Hamilton United Church, member of the Summit Men's Club and Hillcrest Lodge. Bill enjoyed gardening and outdoor work. He has a wonderful sense of humor and had great artistic talent.. He spent a great deal of time working with the Boy Scouts and also enjoyed helping his son-in-law, Donald Simmons, develop a campground in Cloyne, Ontario.

Bill died 29 January 1981 in his 78th yar. His wife Clara died 1 March 1984
