City Clerk in 1964, Clemens was celebrated for completing fifty years of service to the City of Holy Cross as its city clerk. Clemens came to Holy Cross in 1894 and established himself as a saloon keeper and general merchandiser. In 1898, when residents of the city decided they were not receiving their share of county and state money, a petition was circulated seeking an endorsement to incorporate the town. The incorporation cost of $135 was paid by Clemens and another businessman, J. P. Sweeney. From 1899 until 1924, Clemens was elected treasurer every two years. In 1924, he was appointed city clerk.
