He graduated from Dartmouth College Hew Hampshire, in 1933, graduated from Cornell University Law School New York, in 1936, was admitted to the bar and proceeded to practice law in Ithaca, New York. Moving to North Tonawanda, New York, he continued to practice law, was appointed family court judge of Niagara County, in 1961 and was Mayor of North Tonawanda, (1961-63). In 1965, he was elected as a Republican to the Eighty-ninth Congress and to the next four succeeding Congresses, serving until 1975. Not a candidate for reelection, served as chairman of the U.S. section, International Joint Commission, United States and Canada, (1975-78). His last public office was as executive director and chairman, of the Association to Unite the Democracies.
