Cecil was born in Hill City, Kansas and worked at Hardman Lumber Co. in Russell, later was transferring to Hardman in Cawker City. He met his wife there and in 1946 or 47 moved to Russell to work for Hardman Lumber on old highway 40. Later he was employed at Houston Lumber Yard; and eventually went into business for himself doing construction. They had three daughters: Lorretta, Patricia, and Nina.
