Gwen was born in San Antonio, Texas to Ellison and Selma 'McCullar' Echterhoff. She graduated from the University of Texas. On July 9, 1955 she married Lt. William D. Dugat, Jr. in San Antonio, Texas. Gwen and Bill had three children, two girls - Marie Gwendolyn, and Suzanne McCullar and one son - William D. Dugat III.
