Growing up Tim enjoyed camping, golfing, and learning how to scuba dive. Tim also developed a strong interest in computers which became a passion he carried throughout his life. He later enjoyed crafting his own ale and often served as a beer judge for local competitions.
Tim graduated from Bettendorf High School in 1984. He then went to the University of Iowa, majoring in Computer Science. He married Nancy Curtis in 1993.
In 2007 Tim accepted a position with CGI Group, working on a project at Alcoa for CGI. In 2009 he accepted a position in Baton Rouge which allowed him to commute back and forth between Iowa and Louisiana. Tim came to love the culture of Louisiana and was preparing to move there on a full time basis.
Survivors include children, daughter Kaleigh and son Seán; his mother, Judy Dugan Goodrum; brother, John (Julia) Dugan of San Carlos, Calif.; nieces, Jacqueline and Joya; and nephew, Jacob.
