Boxer Rebellion Medal of Honor recipient. He served as Private in the 1st Regiment, U.S. Marine Corps. In a major engagement with the enemy rebels during a battle near Tientsin, China, July 13, 1900, Private Cooney and four Marines held tenuously until reinforced by U.S. Army troops. For meritorious conduct in the face of the enemy, he was awarded the Medal of Honor on July 19, 1901.
