Born at Emma, Kansas, Albert was the eldest child of Philip and Anna Billau.
He came to Oklahoma after 1900, and married Anna F., a daughter of Henry Jackson and Eliza Spradlin Conley. They received their marriage license in Beckham County on 16 Sep 1908.
They resided in Kiowa Township, Roger Mills County in 1920 and were the parents of one known child, a son named Lynn Conley Billau.
