US Congressman. Born in Biglick Township, Ohio, he attended Findlay College and was a school teacher for nine years. He graduated from the law department of Ohio Northern University in 1900, was admitted to the bar the same year and commenced to practice law in Findlay, Ohio, in 1901. He was a member of the Ohio National Guard (1903-13) and served as Findlay City Solicitor, (1912-16). In 1919, he was elected as a Republican to the Sixty-sixth, Sixty-seventh and Sixty-eighth Congresses, serving until 1925. An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 86 in Findlay, Ohio.
