U.S. Congressman. He attended National Normal University and Baldwin-Wallace College, and graduated from Mount Union College in 1878. After graduating from the law department of Yale College, in 1880, he was admitted to the bar and commenced to practice law in Cleveland, Ohio. He was the chairman of the Republican Ohio State executive committee, director of law of Cleveland, Ohio (1895 to 1899), and U.S. appraiser for the northern district of Ohio (1905 to 1909). In 1921, he was elected as a Republican to the Sixty-seventh Congress, serving until 1923. An unsuccessful candidate for reelection, he resumed the practice of law and, in 1925, was appointed by President Coolidge as collector of customs for Cleveland, Ohio, serving until his death.
