US Congressman, US Senator. He began a law career after being admitted to the Mississippi State Bar Association in 1902. After serving four years a District Attorney for Mississippi’ 2nd Judicial District (1906 to 1910), he was elected as a Democrat to represent Mississippi’s 6th Congressional District in the United States House of Representatives. He served three terms from 1911 to 1919, and while in his last year he ran for and was elected as a Democratic Senator from Mississippi to the United States Senate. He served in that office from 1919 until his death in 1941, and was President Pro Tempore of the Senate from January 1941 until his passing in June of that year. During his time in the Senate he was the Chairman of the Senate Finance Committee, and was one of the men responsible for the creation and implementation of the Social Security system, enacted as a response to the poverty of the Great Depression of the 1930s.
