U.S. Representative from California. Served in the U.S. Naval Air Corps from 1944-46, graduated from University of California, Berkeley in 1947 and the University of California's Boalt Hall School of Jurisprudence in 1950. Was admitted to the bar in 1951 and began practicing law. He served as member of the California State Assembly in 1960 & 1962. Was elected as a Democrat to the 88th and to the seven succeeding Congresses, January 3, 1963 - January 3, 1979. Retired from Congress in 1979 regarding his affair with an aide to then-House Speaker Carl Albert, whom he later married. In 1995 Leggett bought Kaplan's Deli in Costa Mesa. Died of cardiac arrest at his home. He was 71.
