U.S. Congressman. He graduated from Washington College, in 1864, studied law, was admitted to the bar and was deputy register attorney of wills for Somerset County, Maryland. He was a member of several Maryland State congressional conventions, in 1867, a member of the Maryland State House of Representatives, in 1869 and served in the Maryland State Senate, (1873, 79, 87, 90). In 1893, he was elected as a Democrat to the Fifty-third Congress, serving until his death at age 48.
