Esquire of Cloford.

Knight of the Shire, representing Somerset in the Parliaments of 1584 and 1586, his election perhaps due to his second marriage with Jane Popham, rumor having it that the Horners had 'a kind of alliance with Judge Popham that swayed all the temporal government' in the county. Justice of the Peace and High Sheriff of Somerset, he also served on several inquiries in local affairs.

Thomas Horner's primary residence was Cloford manor in Frome Hundred, and on his father's death he inherited other extensive properties including the manor of Mells. He also maintained a townhouse at St Austin's Green, near the city of Bristol.

He died testate with a will dated February 15, 1611/12, which was proved September 20, 1612. His widow was left a life interest in his townhouse and certain other lands, provided she kept seven score deer within the park at Cloford.
