US Congressman. Elected as a Republican to represent Virginia's 5th District in the Fifty-fifth Congress, he served one term, from 1887 to 1889. Brown was born near Snow Creek, Virginia, and privately schooled in Franklin and Henry Counties. It is unknown if he ever studied law. During the Civil War he joined the Confederate Army as a private and served in Company D, Twenty-fourth Regiment of the Virginia Volunteers. In 1870 he went into the tobacco business with his father and in 1882 started his own tobacco company in Martinsville, Virginia. He was mayor of Martinsville from 1884 to 1888. Defeated for reelection in 1888 by Claude A. Swanson, Brown unsuccessfully contested the results and returned to Virginia. He died in Martinsville.
