US Congressman. A prominent lawyer, he entered the New York Bar in 1848, and established a successful practice in 1850. When the Civil War erupted, he enlisted in the Union Army, and served as a Judge Advocate with the rank of Major, US Volunteers. He was elected to represent New York's 16th District in the United States House of Representatives, serving from March 4, 1883 to March 3, 1885. He then served as Mayor of Albany, New York from 1898 to 1900.
