US Congressman. Served in the Confederate Army during the Civil War. Elected to represent Maryland's 2nd District in the United States House of Representatives, serving from 1879 to 1885, 1893 to 1895, and 1903 until his death in 1918. He was defeated in 1894, and 1900. Also served as a Delegate to the Democratic National Convention from Maryland in 1876, 1904, and 1908, and Member of the Democratic National Committee from Maryland from 1907 until his death in 1918.
