U.S. and Confederate Congressman, Confederate Officer. Born Shepherdstown, Va. (now W. Va.). He graduated from Princeton in 1835 and practiced law. In 1859 he was elected to Congress on the American Party ticket (Know-Nothing Party). In 1861 was elected to the Confederate Congress where he played a significant part in the design and adoption of the Great Seal of the Confederacy, he was defeated for re-election in 1863. When not in Congress he served as a voluntary aide-de-camp with the rank of colonel to General T.J. "Stonewall" Jackson until that officer's death when he held a similar position with General J.E.B. Stuart. Postwar he held various public offices and wrote a number of historical articles.
