Roman Catholic Cardinal. A longtime Rome-based official, he held various administrative positions under six different Popes. Raised in the small Northern Italian town of Zelata, he was ordained a Priest in 1944 and in 1948 was sent to Rome where in he earned a doctorate in church history from Pontifical Gregorian University in 1952. Noe continued working for the Holy See and was appointed Papal Master of Ceremonies in 1970 and was to remain in that job until he was Consecrated Bishop and named to head the Congregation for Divine Worship and the Discipline of the Sacraments in 1982. Created Cardinal on June 28, 1991, he served as Papal Vicar General for Vatican City and as Archpriest of the Basilica of St. Peter, thus making him responsible for the day-to-day running of the Church headquarters. During his tenure the Cardinal was to earn high praise for both his compassion and effectiveness, then following his 2002 retirement he remained in Rome until his death.
