U.S. Congressman. He graduated from Christian University in 1878, taught school, was deputy sheriff of Lewis County, Missouri 1879-81 and was deputy circuit clerk and recorder 1880-82. He studied law, was admitted to the bar in 1882 and commenced the practice law in Monticello, Missouri. Moved to Shelbyville, Missouri, in 1885, he continued the practice of law and was prosecuting attorney of Shelby County 1889-93. In 1897, he was elected as a Democrat to the Fifty-fifth Congress to fill the vacancy caused by the death of Richard P. Giles, reelected to the Fifty-sixth and to the eight succeeding Congresses, serving until 1917. Not a candidate for re-nomination, he relocated to Washington, D.C. and practiced law 1917-25. Returning to Missouri, he practiced law and was a member of the board of curators of Culver-Stockton College, until his death.
