Born in Jefferson County to Joe David Jarrell and Imogene Clifton. He had an older brother Randall and a younger sister, Barbi. He attended Odessa High School and worked in the oilfields. His parents moved to Alabama after his graduation. He returned to Odessa after his divorce. He was killed in a car accident near Big Spring.

He was proceeded in death by his older brother, Randall David who died in Vietnam and by his son, Thomas Randall who died in Gulf War 1 in Saudi Arabia in a training exercise when a fellow accidentally discharged his weapon and the bullet struck Tommy in the chest.

He was survived by his parents of Lafayette, Alabama, a daughter, Donna of Alexander City, Alabama and by his sister, Barbi Smith of Tennessee.
