U.S. Congressman. He graduated from the University of South Carolina, in 1901, taught school and was principal of Waverly Graded School, (1901-02). He was superintendent of education of Florence County, (1902-23), president of the county superintendents’ association, (1911-12) and of the State teachers’ association, (1914-15). He was chairman of the Democratic county committee, (1919-23) elected as a Democrat to the Sixty-eighth Congress in 1923 and to the next seven succeeding Congresses, serving until his death at age 65.
