U.S. Congressman. He graduated from Miami University Ohio, in 1855, from the Cincinnati Law School in 1858, was admitted to the bar and was prosecuting attorney of Newport, Kentucky, in 1859. During the Civil War, he served as a Major in the Confederate Army. After the war, he was Mayor of Newport, Kentucky, (1870-78) and was a member of the Kentucky State Senate, (1878-84). In 1893, he was elected as a Democrat to the Fifty-third Congress and to the next three succeeding Congresses, serving until 1901. After his term, he resumed the practice of law, elected judge of the seventeenth judicial district of Kentucky and served from 1905, until his death at age 71.
