US Congressman. Born in Richmond, Dallas County, Alabama, he grew up being home-schooled by his parents and his sister. He matriculated at the University of Alabama at Tuscaloosa and graduated from there in 1891 and then from its law department in 1892. After college, he moved to Tennessee in 1892 and settled in Memphis, being admitted to the bar and practicing law in that same year. He was elected on November 7, 1911 as a Democrat to represent Tennessee's 10th Congressional District in the United States House of Representatives, filling vacancy caused by the death of Congressman George W. Gordon. Reelected to the Sixty-third and Sixty-fourth Congresses, he served from December 4, 1911 to March 3, 1917. He did not seek a 4th term because he became a candidate for United States Senator. He was elected as a Democrat Senator from Tennessee to the United States Senate in 1916 and was reelected 5 more times, serving from March 4, 1917, to January 3, 1953. He performed additional duties while a Senator, serving as President Pro Tempore of the Senate, as Chairman of the Committee on Civil Service and Retrenchment, and on the Committee on Post Office and Post Roads and the Committee on Appropriations. He was unsuccessful in getting re-elected to a 7th term, having been defeated by Albert Gore, Sr. in the 1952 election.
