He was born in San Francisco on October 7, 1935 to James and Edna (Lynch) Mullen.
He was the loving husband of Jeannie; proud father of Davitt and Christine (Gao); devoted father-in-law of Jeff Gao; and doting grandfather of Kevin and Kathleen Gao, from whom he derived much joy in his later years. He was the fond brother of Sheila Mullen, Maureen Mondello, and the late Nancy Czaple; he also leaves behind numerous nieces and nephews.
Kevin attended parochial schools in San Francisco, and graduated from St. Ignatius High School in 1953. Following army service, he joined the San Francisco Police Department in 1959. After twenty-six years of service in many ranks and positions, he retired at the rank of deputy chief in 1986.
In retirement, he wrote extensively about criminal justice matters, including several books about San Francisco's criminal justice history-one of which was awarded a 2006 American Book Award.
The family invites his friends to attend his funeral service on Monday, April 25, 2011 at Saint Anthony's Catholic Church, 1000 Cambridge Street, Novato, California. Viewing is at 10:15 a.m. and service is at 10:45 a.m., with interment following the service at the Valley Memorial Park Cemetery, 650 Bugeia Lane, Novato.
A memorial celebration of Kevin's life will be held at the United Irish Cultural Center, 2700-45th Avenue, San Francisco, at a date and time to be determined.
