Twenty-four years of age, Harp served four years in the United States Navy, after completing his high school college preparatory work at Mer Rouge High School. Harp didn't play football when in high school, but he did get in two years of competitive experience while attending the Northeast Center of Louisiana State University. The Enterprise-Clarien's hearty congratulation to a native Morehousean who had made good on the gridiron.
