Isabella, the daughter of Mary Ann (Longley) and Stephen R. Riggs, was born at the Lac qui Parle Mission in Chippewa County, MN where her parents did missionary work among the Dakota Indians. She was educated at the Western Female Seminary at Oxford, OH, and later served as an assistant missionary at the Hazelwood mission, established by her father near the Upper Sioux Agency. She was with her family when they and others fled Hazelwood in the early morning of August 19, 1862, on the second day of the Dakota uprising. After a week of hardships and danger, they found safety in Henderson, MN. Following a short stay with friends in Shakopee, they moved to St. Anthony, MN. Isabella helped to support the family by teaching at local schools. In 1866, after three years at St. Anthony, the Riggs family moved to Beloit, WI. On February 21, 1866, Isabella and Rev. W. Mark Williams were married. Soon after their wedding, the couple moved to the Kalgan mission station in Kalgan (now called Zhangjiukou), Hebei Province, China, and here they did missionary work for the remainder of their lives. They had six children, all born in China. Isabella made three return visits to the United States, most recently in September of 1895. In early January of 1897, she caught a bad cold and became very weak. Her condition deteriorated and death came a few weeks later (in the morning of January 26th), with daughter Henrietta at her side. She was buried in China, close to where she did her missionary work. Her brother, Rev. Thomas L. Riggs, stated that she rests under the shadow of the Great Wall.
