United States Navy Admiral. He was Chief of Naval Operations from August 1, 1939 until March 26, 1942. He graduated from the United States Naval Academy in 1903 and served in European waters during World War I. He was the Chief of the Bureau of Ordnance from 1934 to 1937. After serving as Chief of Naval Operations he become Commander, United States Forces in Europe and Commander, Twelfth Fleet until his retirement in April 1946.
