Son of William and Mary Brown Belford he married Edith Elizabeth Baldwin October 25 1872 and fathered five children: Olive,Ora,Julius,James& Harry. He was a County Commisioner and School teacher. In 1890 the Golconda Herald Tribune ran the following story:
Democratic candidate for County Commisioner wins election. In July of 1890 they wrote James is the tallest man in the county except for Sam Vickers but James's legs are 3 inches longer. Selected by Matt Layman a few years earlier to run against Esquire Cheney on the "Iron Fence" issue, on the grounds he was the only man with legs long enough to straddle the Iron Fence without getting hurt.
Characterized as an industrious farmer, teacher,firmly founded in the Democratic faith and will make a magnificent Captain for the Salt River Boat,
