Dorothy Frost Allan died at her home in Potomac, MD on Thursday, September 3, 2009 of lung cancer. She was 76. At the time of her death, she was survived by her husband of 55 years, Richmond F. Allan; her three sons, Dr. Richmond P. Allan (Seulhee) of Spartanburg, SC, David F. Allan (Julie) of Lititz, PA, Michael R. Allan of Bethesda; two granddaughters, Rachel and Edith; two grandsons, Matthew and Peter, and her brother, David W. Frost, of Sacramento, CA.
Dorothy was born on Nov. 29, 1932, in Billings, Mont., to Walter and Florence Long Frost. She attended the Broadwater, Jefferson and Lincoln schools, graduated from Billings Senior High School in 1950 and from Eastern Montana College (Montana State University-Billings) in 1953 with a bachelor's degree in early childhood education.
She taught first grade in Great Falls for a year and married Richmond Frederick Allan in Billings in 1954. While her husband attended law school at the University of Montana, she taught first grade classes in Missoula and attended Eastern Montana College in the summers where she obtained a master's degree in education. Upon her husband's graduation from law school in 1957, she accompanied him to England where she taught a seventh grade class at Bushy Park Air Force Base while he studied at the London School of Economics on a Fulbright Scholarship.
Upon their return to the United States, she taught a second grade class in Oakland, Calif., where their first son, Richmond Prater, was born in 1959, while her husband clerked for Chief Judge Walter Pope on the United States Court of Appeals for the Ninth Circuit in San Francisco. Returning to Billings in 1959 she taught third grade at the Poly Drive School until their second son, David, was born in 1963.
In 1965 the family moved to Oxon Hill, Md., where Dorothy served as a Cub Scout leader and president of the PTA at the Barnaby Manor School. After the birth of their third son, Michael, with Down syndrome, in 1972 the family moved to Potomac, Md., where Dorothy participated in the organization of a new preschool for special children. When Mike moved to the preschool operated by The Arc (formerly the Association for Retarded Citizens) in 1977, she served as president of the PTA there and later as president of the Concord School PTA.
She worked as a supervisor in the continuing education program sponsored by the Montgomery County PTA from 1982 until 1989. She and her husband visited their son David who was then serving in the Army in Germany in 1984. She was a volunteer at Walter Whitman High School during Mike's time there from 1988 through 1993. She studied the genealogy of the family seriously for several years and, at various times, visited the Holy Land, Ireland, Italy and Provence.
After Mike entered The Arc's residential program in 1998, she became very active in The Arc, particularly in the Residential Support Group (RSG), which she served as president from 2004 through 2006. She received the Volunteer Award of Excellence from The Arc in 2006 and the 2009 edition of the RSG's handbook is dedicated to her.
Dorothy's body was creamated. The family received friends at the home, 9120 Wooden Bridge Road, Potomac, MD from 3 p.m. to 8 p.m. on Thursday, September 17.
A memorial mass was celebrated at St Raphael Church, 1513 Dunster Road, Rockville, MD at 11 a.m. on Friday, September 18. Memorial donations were requested in lieu of flowers and were to be given to The Arc of Montgomery County, 11600 Nebel Street, Rockville, MD 20852 .
