Helton (also seen as Hilton on his school and military records) was the son of William Redmond and Etta Mae Sampson Locklear. He married Dolores Jones. He served in the United States Coast Guard. He played baseball and football and was elected Senior Class president while at Pembroke State College. He was beloved by his family and friends.

***NOTE: Interestingly, in 1947, he was on the first UNC-Pembroke football team as a freshman along with his older brother, Golda. They had both entered college in 1946 after leaving the service. They were coached by their maternal uncle, James Thomas Sampson.
***NOTE: In 1951, he graduated from what is presently known as the University of North Carolina at Pembroke. In July 2007, the Heritage Walk was dedicated to serve as a permanent monument to all of the university's graduates from 1905 to 1954. Helton was honored by having his name engraved on a brick in the Heritage Walk walkway in front of Old Main, the oldest building on the campus.
