U.S. Congressman. He attended Woodville College, Ohio, and moved to Missouri in 1843. There he studied law, was admitted to the bar in 1846 and commenced to practice law in Monticello, Missouri, and served as the city circuit attorney from 1848 to 1852. In 1853, he was elected as a Whig to the Thirty-third Congress and reelected as an Opposition Party candidate to the Thirty-fourth Congress, serving until 1857. Not a candidate for reelection, he relocated to Davenport, Iowa, in 1858, continued the practice of law, and was commissioned to investigate the condition of Iowa troops serving in the Civil War. After the war, he returned to Missouri, practiced law, and was the judge of the circuit court of the eighth judicial district of Missouri from 1871 to 1883. He then lived in retirement until his death.
