Josiah Duane Hicks

US Congressman. He was the son of Welsh immigrants who came to Pennsylvania in 1845. During the Civil War he served with the 125th Pennsylvania Volunteer Infantry, taking part in the battles at Antietam and Chancellorsville. After the war he worked for the Pennsylvania Railroad Company until 1873, studied law and was admitted to the bar in 1875. He was elected Blair County district attorney in 1880 and 1883. Hicks was elected to the US House of Representatives as a Republican, serving from March 4, 1883 until March 3, 1899. He was a member of the committee of public buildings and grounds, and served on the committee of patents. As congressman, he supported various causes of union veterans and opposed the repeal of the McKinley Act. After his third term, he returned to Altoona to resume his law practice; was a member of the Board of Education from 1911 until 1919 and the commander of the Grand Army of the Republic in 1921. (bio by: Beth Painter)
