Cynthia Painter, ninth child of John Painter and his second wife Rachel (née Redd), was born in 1824 on the Painter family farm in Perry Township, Richland County, Ohio. Miss Cynthia Painter and John Winand were married on 6 April 1843 in Perry Township, Richland County.

"JOHN WINAND, Jr. [...] On the sixth of April 1843, he married Miss Cynthia Painter of Perry Tp., Richland Co., O., where she was born July 2, 1824, hence she was nineteen years old at her marriage with Mr. Winand. She went to the same school with him in the old log school house, with one long window on each side, and slab seats without backs. In those days when help was scarce, she worked on the farm helping to clear, hoe corn, when not stepping to the music of the [spinning] wheel's low hum, or plying with deft fingers the flying shuttle, as she wove the woollen, linen and carpet. She is a daughter of John and Rachel (Red) Painter, being the sixth child in a family of twelve children as follows— Hamilton, a farmer in East Perry Tp.; Mary, widow of Jerry Huntsman, now of Noble Co., Ind.; Lydia, widow of Jerry Rule of this county; Susan, Mrs. Adam Rule of North Bloomfield Tp.; George, farmer in Richland county; Cynthia, wife of subject; Rachel, Mrs. George Hines of Noble Co., Ind; Armindia, Mrs. Joseph Lukens of Iowa; Charity, Mrs. William Lukens of Knox Co., O. John Painter, her father was a native of Virginia, and came to Perry township about 1812, where he entered one hundred and sixty acres of land in the green woods, his nearest neighbor being three miles distant; he followed the Indian trail to the site of Fredericktown, and cut his way to the spot which was soon to be converted into a pioneer home. They lived in the wagon until a cabin was reared moving in ere it was furnished with doors or windows [... John and Cynthia Winand have] six children living—Sarah J., now Mrs. E. C. Penn [...] William H., born July 24, 1849, married Matilda Ruby, lives in Waterford; Silas F. born May 29, 1859, married Candis Fawlin, lives in this township; Mary J., born March, 18, 1856, married Thomas Williams of this township; John C., born Jan. 7, 1859, at home; Chancy A., born Nov. 2, 1867, at home; four sons died when young—George B., [and] infant; Charles, and Leroy M." Notes

The Painter family farm in the southeast corner of Perry Township bordered Jefferson Township to the east, and Knox County's Middlebury Township to the south. John Painter entered his land in 1814. John and Rachel Painter were enumerated in Perry Township from 1820 to 1860. When Morrow Co. was created in 1848, the western half of Perry Twp. was attached to the new county; the eastern half remained part of Richland Co.

"I do here by certify that by virtue of a license issued by E. W. Sake clerk of the Court of Common Pleas of Richland County Ohio Mr John Winand & Miss Cynthia Painter was [sic ] legally joined in marriage on the 6th day of April 1843 by me an acting J.
