US Representative from Oregon from 1861 to 1863. After arriving in the United States in 1825, he first settled in New Orleans and later moved to Ohio. In 1854, he moved his legal practice to Salem, Oregon. In June of 1860, he was elected as a U.S. representative to Oregon's at large district. After the election, the House moved the election date, prompting a second election which Shiel lost. He contested the second election and on July 30, 1862, the House Committee on Elections agreed with Shiel and he was sworn in. His tenure in Congress was unremarkable. His name is misspelled on the tombstone.
