Son of James Peto & Tullulah C Chaplin, Peto was born and raised on Daufuskie Island, S.C. He joined the U.S. Navy on October 11, 1901. After completion of "boot training"at Newport, R.I. (Costa Harbor Island), he was assigned to the "square rigged" training vessel HARTFORD for a European cruise. He was later transferred for duty on board the USS TEXAS.
During the 1930's he was with the Ocean Steamship Company in Savannah Georgia serving as First Mate and Captain on the S.S. City of Atlanta and S.S. City of Savannah. He was First Mate aboard the City of Savannah,the first ship to come to the aid of the Moro Castle when it caught fire off the coast of New Jersey.
Upon leaving the Navy, Commander Chaplin entered the Merchant Marine, serving in various capacities from Third Mate to Master of Ocean Liners. He resigned from the Steamship Company as Master in 1937 to enter the Bureau of Marine Inspection and Navigation. When the functions of this Bureau were transferred to the Coast Guard in 1943, Commander Chaplin accepted a commission as Lieutenant. After serving at various stations in the Coast Guard, he was promoted to Lieutenant Commander in June of 1943. He was transferred to Jacksonville on 1 January, 1945 to assume command of the Marine Inspection Office. He served at this unit in the capacity of Officer in Charge and Captain of the Port until his retirement on 30 June, 1948.
