Steve was born December 7, 1948 in Kansas City, MO to Carl Owen and Mary E. (Soule) Jones. They preceded him in death.

Steve's mother, Mary was an 8th great granddaughter of George Soule of the Mayflower, making Steve a 9th generation decendent. Steve's father was a decorated Navy fighter pilot in WWII and a business owner after the war. Steve, himself, was a member of the Mayflower Society an active member of the "Find-A-Grave" society, and an advocate for whales and space exploration.
