Charles Edward Phelps

Civil War Union Brevet Brigadier General, Congressional Medal of Honor Recipient, US Congressman. He was a lawyer in practice in Baltimore, when he entered the Union Army in August 1862, as Lieutenant Colonel of the 7th Regiment, Maryland Volunteers. In April 1864, he was promoted Colonel of the 7th Maryland Infantry and was sent to Virginia. During an attack on Confederate artillery positions, at Laurel Hill, Virginia, May 8, 1864, he rode to the head of the assaulting column in front of his troops and led them to within a few feet of the enemy's works, where he was severely wounded and captured. After his prisoner release, he was brevetted Brigadier General and honorably discharged on account of wounds. For his gallantly at Laurel Hill, he was awarded the Medal of Honor on March 30, 1898. After the war, he was elected as a Unconditional Unionist to the Thirty-ninth Congress and reelected as a Conservative to the Fortieth Congress, serving 1865 to 1869. (bio by: John "J-Cat" Griffith)
