He was elected as a Democrat to represent Indiana's 13th Congressional District in the United States House of Representatives, serving first from 1884 to 1885, then from 1887 to 1903. He was later elected as a Democratic Senator from Indiana to the United States Senate, serving from 1909 until his death in office in 1916.
