Civil War Union Brevet Major General. At the beginning of the Civil War, Carter was a professor at the Naval Academy when requseted for special duty at the US War Department. He was sent to Tennessee to organize and train volunteers troops. He soon was commanding a Tennessee Brigade and was commissioned a Brigadier General in May 1862. In 1863, he was placed in command of the XXIII Corps Cavalry Division. He led the Union Cavalry to victories across Tennessee at Holston, Carter's Station, Jonesville and in the Knoxville Campaign. After commanding the Union Cavalry forces in the Battle of Kingston, North Carolina, he was brevetted a Major General of US Volunteers in March 1865. After the war, he returned to naval service and was appointed a Commander due to his military record during the Civil War. In a career with the Navy, he commanded the USS Monocacy in the Pacific Squadron, served as Commandant of Midshipman at the Naval Academy and was appointed a Rear Admiral before his retirement in 1882. He was the first American officer to be awarded both the rank of Rear Admiral and Major General.
