Thomas Whitby Garrett, son of Ephraim Spencer Garrett, I and Rubye Elizabeth May, married Ruby Flossie Smith, daughter of Arch B. Smith and Maud Ellen Wood, on August 2, 1923. They had five children: Thomas Whitby, Jr., Ellen May "Judy", Spencer William, Susann Rubye and John Harrison Garrett.
Tommy was a veterinarian who worked for the USDA at one time, inspecting meat. He was a member of the armed services. While attending college at Tulane University in New Orleans, Tommy registered for the Draft in World War I on September 12, 1918.
