Charles A. Collier was a graduate from the University of Georgia in 1869 with a degree in law and was admitted to the bar in 1871. He shortly left the law profession and went into the mercantile pursuits and banking. He was on the Atlanta City Council and in 1887 was made President of the Piedmont Exposition.

He was Mayor of Atlanta from 1897 - 1898 and in 1899 was relected Mayor. Just after a year leaving from his office he was accidently shot and killed while searching for a burglar in his backyard in the early morning of September 28, 1900.

Husband of Susie Julia Eliza (Rawson) Collier, daughter of William Allen Rawson.
