He was the only son of John and Sarah (Parkington) Collier, and the grandson of John and Mary (Ellis) Sweetman Collier. Two of his Collier grandfather's siblings had also emigrated to Wisconsin, in 1850s and lived in Racine and Kenosha Counties, Wisconsin. He married Mary Bowyer on 15 April 1895 at St. Paul's, Helbsy, Cheshire, England. They were the parents of one child, Winifred Mary Collier.
Th Algoma Street Methodist Episcopal Church erected a memorial fountain in 1926 in honor of Rev. John Collier.
