The third child of David and Constance Fuller, Elijah was born and raised in Coventry, in the Colony of Connecticut. He married Mary Millington on December 8, 1747, and all 11 of their children were subsequently born in Coventry. There they lived until 1774, when Elijah moved the family about 100 miles north to Shaftsbury, in the New Hampshire Grants, where he had purchased 100 acres. Two years later, during the Revolutionary War, he joined Captain Gideon Brownson's Company of Ethan Allen's "Green Mountain Corps" and marched under Brownson's command to St. Johns, Montreal, where Elijah was listed as a soldier in the company on February 26, 1776. Next they marched to Quebec City and remained there until the American army's retreat to southern Lake Champlain in May, at which point the men were discharged.

According to a 1961 family history written by Jean Muir Dorsey, Elijah and Mary were buried "in a private burial ground in a mowing on the hillside a few rods south of Mr. Ed. Bouplon's house."
